Procedures to Be Followed at the Time of Death

1 – If the death occurs at home due to natural causes:

An application must be made to the Community Health Center with the original identity card of the deceased. If the identity card is unavailable, a written statement including the deceased person’s full name and Turkish Republic ID number from relatives of the deceased is sufficient to obtain a death certificate.

2 – If the death occurs at home outside working hours due to natural causes:

An application must be made to the on-duty doctor listed in the Death Notification System (ÖBS) with the original identity card of the deceased. If the identity card is unavailable, a written statement including the deceased person’s full name and Turkish Republic ID number from relatives of the deceased is sufficient to obtain a death certificate.

3 – If the death occurs in a hospital due to natural causes:

The death certificate issued by the hospital must be obtained.

4 – Procedures for funerals held at the Forensic Medicine Morgue:

The death certificate issued by the Forensic Medicine Institution must be obtained.

5 – For funerals arriving from abroad:

A burial report issued by the airport doctor must be obtained.


How Funeral Burial Procedures Are Carried Out

Applications must be submitted to the Cemeteries Directorate with one of the following documents:

  • “Death Certificate” issued by the Provincial Health Directorate, hospitals, or other healthcare institutions,
  • “Death Certificate” issued by the Forensic Medicine Institution or Public Prosecutor’s Office,
  • “Burial Report” issued by airport doctors.

For deceased persons without a burial place, cemetery officials determine an appropriate grave location.

In accordance with the requests of the deceased person’s relatives, the following services are provided:

  • Collection of the deceased from home, hospital, or airport,
  • Washing and shrouding of the deceased,
  • Transportation to the requested mosque,
  • Transportation from the mosque to the cemetery within central cemeteries,
  • Allocation and preparation of the grave site in accordance with procedures,
  • Placement of concrete grave covers (instead of wooden grave boards).

These services are carried out by municipal personnel.

All funeral services provided at the time of death (excluding grave site allocation and within municipal service boundaries) are completely FREE OF CHARGE.


Important Notice

During or after funeral procedures, citizens are kindly requested not to make any payments to municipal personnel (grave diggers, funeral washers, drivers, cemetery guards, etc.) under names such as tips, “ıskat,” or “helallik,” which have incorrectly become customary traditions.

Avoiding such payments will help our institution provide more efficient and transparent public services.
